FORT-FAME OIL & GAS LIMITED offers full range services such as Surveillance and Pipeline Guard, General Construction Works, Mechanical, Electrical and Civil (structural, water, telecommunications), Agric Produce, Machines, Allied Product etc. We also manage projects for different organisations as Project Managers. We are into project feasibility studies, initiations, planning, budgeting, design, procurements, Supply & installations of Electrical Transformer, Rural Electritification etc, commissioning, sales of drilling pipes, casing, drill colars, production tubings, welding accessories, oil & gas tools, servicing of oil well heads, logistic services, sales & services of fire fighting equipment, fumigation and Water & Waste Disposal, maintenance of badges, drilling rigs and vessels, etc. The past few years of operations in Nigeria have seen us complete a number of successful projects. The Company has developed the experience and systems to mobilise within a short period of time competent technical personnel, management personnel and labour; to organise them into fully integrated project teams and to deploy them to execute a variety of small or large projects.

The HSE policies are signed by the Managing Director and are reviewed yearly. The review does not necessarily result in a change. The custodian of the HSE policies, on behalf of the Managing Director, is the QHSE Manager.
Implementation and Dissemination of Policies and Objectives Successful implementation of the HSE Policy and Management System depends on the following:

Integration of HSE into every aspect of the business
Supervisory capacities and skills appropriate to the job
Consistency, clarity and realism of policies, guidelines, procedures and standards.
Awareness, Understanding and Commitment
Awareness of the policy is fostered on staff at all levels and they are held accountable for its implementation within the area of operations for which they are responsible. Copies of the FORT-FAME OIL & GAS LIMITED HSE policies are made available to all company employees and external parties as appropriate through the following actions:
All new and existing employees are given a personal copy of the company’s HSE policies after an open discussion of how the contents relate to his/her function with his/her supervisor.
Copies of the HSE policies are posted on all facilities, offices and notice boards of the company.
Understanding is promoted through attendance by staff at general HSE courses where the principles and basic elements of the HSE Management System are taught. All new staff attends an induction HSE course.
Commitment to HSE Management is obtained by on-the-job mentoring and by assigning HSE-related tasks and targets to staff as part of the annual activity planning and staff appraisal cycles. These are reviewed with staff during quarterly and annual performance appraisals with a clear message that it is part of overall competence and performance appraisal of individuals, work teams and the company.
Integration of HSE into the Business
FORT-FAME OIL & GAS LIMITED recognizes that successful implementation of its HSE programme depends on the complete integration of HSE business. The objective is to get staff to appreciate that a professional job is one that has taken full account of its HSE obligations and their implications. To ensure consideration of HSE issues in all operations and activities, the HSE Critical Activity Specification Sheets in Part 2 of this manual have identified and recorded the key HSE requirements that must be initiated or evaluated before HSE-critical activities are deemed completed.
Supervisory Capacities and Responsibilities
Critical to the success of HSE management is the allocation of responsibility for specific activities to identified individuals or positions in the organization, and the recognition and acceptance of such responsibilities by all. There is no distinction between HSE standards and requirements between FORT-FAME OIL & GAS LIMITED and Contractors‟ activities. In this respect, FORT-FAME OIL & GAS LIMITED staffs are expected to be committed to assist Contractors in their HSE management programmes.
Policies, Guidelines, Procedures and Standards
Policy statements are developed as part of Management’s responsibility for implementing business risk controls. Supporting the policies are sets of guidelines, procedures, standards and working instructions with which Departments and work-groups manage their activities. These are necessary to replicate risk controls at lower levels. The guidelines and procedures are centrally (corporately) developed and disseminated for common use. A listing of HSE documentation including procedures is given in Part 3 of this manual.
HSE Management Structure in Activities
Management of HSE is a key line responsibility. The key technical HSE tools that support technical and operational integrity (e.g. OFI, and JHA) are firmly within the control of line experts to apply, with some support from HSE Unit.
Each activity unit manages the administrative aspects of HSE. The Plan-Do-Check-feedback loop works through a process consisting of implementation of HSE requirements e.g. Training and Competence development, contractor management; Management and/or Functional Facilities‟ Inspection programmes; and Performance Review leading to corrective action.
At the task level, HSE planning takes account of adequate resources to safely execute the work at hand, maintenance of a safe working environment and communication of hazards and controls through the permit to work system, safe job analysis, toolbox meetings, and unsafe act auditing.
